Sub-regional capacity-building workshop on the development, implementation and monitoring of migration policies in the IOC region A step towards more effective migration management
November 8-10 | Port Louis: The International Organization for Migration (IOM), in collaboration with
the Indian Ocean Commission (IOC), successfully organized a sub-regional capacity-building workshop
on the development, implementation and monitoring of migration policies in the IOC region. This
major event took place at the United Docks Caudan, Port Louis, Mauritius and benefited from the
valuable support of various partners, including the Southern Africa Migration Management (SAMM)
project, funded by the European Union.
The workshop brought together delegates, experts and government representatives from the IOC
region. The main objective of this event was to strengthen the capacities of IOC Member States in
migration management, with a focus on the development, implementation and monitoring of
migration policies. Participants were also joined by representatives of regional organizations,
international organizations, civil society and the private sector, creating a diverse and dynamic space
for dialogue.
The themes addressed during the workshop included:
- The importance of regional coordination in migration management
- Best practices for the development of integrated migration policies.
- Monitoring and evaluation mechanisms to assess the effectiveness of migration policies.
The IOC region, which constitutes of the archipelagos of Comoros, Mascarene Islands, Seychelles and
Madagascar, faces various migration-related challenges, such as intra-regional mobility, border
management, protection of migrants' rights and the fight against human trafficking.
The workshop was an opportunity for participants to share experiences, discuss best practices and
benefit from the expertise of IOM and other international organizations in the field of migration.2
Discussions focused on topics such as inter-agency coordination, migration data collection, inclusive
policymaking, labor migration management and the protection of vulnerable migrants.
Mr. Ashraf El Nour, IOM's Regional Director for Southern Africa, said: "This workshop is of critical
importance for the IOC region. It enables Member States to strengthen their capacities in migration
management and to work together to address common migration-related challenges. »
Mr. Anfani Msoili, Policy Officer representing the IOC General Secretariat, added: "IOC's collaboration
with IOM and the SAMM programme is useful because it is also part of a forward-looking approach.
Demographic, climatic, environmental and health challenges, among others, will have an impact on
the flow of migration that must be anticipated in order to manage them coherently and humanely. »
The workshop resulted in the adoption of a set of recommendations to improve migration
management in the IOC region. Participants pledged to continue regional collaboration and
implementation of these recommendations in their respective countries.
IOM, IOC and European Union reaffirm their commitment to regional cooperation on migration and
their continued support to IOC Member States to address complex migration-related challenges.
