Collaborative Efforts in Southern Africa to Enhance Border Management and Safeguard Rights

The Southern Africa Region has witnessed remarkable progress on its borders in 2023, thanks to the dynamic partnerships and initiatives led by the International Organisation for Migration (IOM).

Among the significant achievements is the close collaboration between Zambia and Namibia, joined by IOM, in reviewing and improving the border-crossing procedures along the Zambezi River. A bi-national forum, facilitated by IOM, engaged front-line officials in conducting detailed process reviews and making decisions to ensure the safe and dignified crossing of the river for border residents. As a result, new Border-Pass stations have been agreed upon for villagers on Impalia Island and Mambova, further fostering regional cooperation.

In another stride towards efficient borders, Malawi, with the support of the World Bank and IOM, has embarked on a two-year project to upgrade its national Border Management System. This transformative endeavor will not only enhance the travel experience to and from Malawi but also equip policymakers with state-of-the-art electronic reports, enabling transparent fee-based systems.

Further exemplifying the determination to bolster cross-border cooperation, both Malawi and Mozambique, with financial support from the World Bank and technical assistance from IOM, have initiated the development of a coordinated cross-border pass process. This endeavor aims to facilitate the rapid and seamless movement of residents living in border areas, thereby unlocking economic development opportunities for both countries' border regions.

Furthermore, IOM, in collaboration with the Mozambican government, has been instrumental in ensuring the legal identity of all displaced nationals in the northern region of Mozambique through its Legal Identity project. This initiative showcases best practices in securing legal documents for individuals affected by displacement. Additionally, IOM continues to extend its support to Mozambique in advancing human rights-based Policing techniques, fostering community engagement, and nurturing critical thinking skills within the police culture.

Under the facilitation of the Southern African Development Community (SADC) and with IOM's backing, the Immigration Directors of the region convened for their inaugural annual meeting. Participants focused on combating migrant smuggling and fostering intelligence sharing. High-ranking officials from across the region exchanged experiences and insights with international experts, resulting in the formulation of an action plan. This plan emphasizes harmonizing identity documents, enhancing intelligence sharing related to migration-related crime, and creating multilateral support platforms to combat the smuggling of migrants.

These achievements reflect the positive outcomes achieved through regional collaboration and strategic partnerships. Southern Africa continues to demonstrate commendable commitment towards secure borders, smooth travel experiences, and the protection of human rights. IOM remains steadfast in supporting these efforts and looks forward to further advancing regional cooperation.
